DATA SCIENTIST

Grade: Statistician

JOB PURPOSE

To provide technical support to automate statistical processes, enhance precision in the production of statistical output, and harness new data sources to improve the scope and scale of data products. Data products are accessible to policy-makers and other data users.

DUTIES AND RESPONSIBILITIES

The specific duties and responsibilities are as follows:

  • Transform diverse data format including spatial, administrative, big data, and pictorial into analysable forms using contemporary data mining and artificial intelligence techniques.
  • Develop algorithms and employ machine learning techniques to analyse complex, larger, and multiple data searches.
  • Compile and provide adjustment factors to address biases across different sources and modes of data collection.
  • Forecast outcomes of a wide range of socio-demographic, behavioural, and economic variables.
  • Adapt off-the-shelf tools for monitoring and evaluating a wide range of data within Ghana Statistical Services across the National Statistical System, and national and sub-national policy-making units.

QUALIFICATION AND EXPERIENCE

  • A minimum Master’s, Degree from an accredited tertiary institution in any of the following: Statistics, Technical Demography, Engineering, Computer Science, Geography, Economics, Mathematics, Sociology, and related fields.
  • Must have completed a one-year national service.
  • Must have at least two years of work experience in the data science landscape, which includes Data Analyst, Data Engineer, and Machine
    Learning Engineer at a reputable organization.

COMPETENCIES AND SKILLS

  • Programming (R, Python, SQL etc)
  • Applying machine learning techniques such as plastering, algorithms, decision tree learning, and artificial neural networks.
  • Handling, Management, and analysis of traditional and non-traditional data.
  • Modelling complex socio-demographic behavioural and economic conceptual frameworks.
  • Employing advanced statistical and econometric estimation techniques including parametric and nonparametric regression models.
  • Writing manuscripts, journal articles, and policy briefs.

GEOGRAPHIC INFORMATION SYSTEM (GIS) OFFICER

Grade: Statisticians

JOB PURPOSE

To provide technical support to intensify the use of Geographic Information System Service to build and maintain GIS databases.

DUTIES AND RESPONSIBILITIES

  • Prepare and maintain customized GIS databases.
  • Create static and dynamic maps for survey and censuses.
  • Manipulate and present geographical information by developing programmes to convert GIS information to other format.
  • Decorate geographical spaces using GIS techniques and remote sensing imagery.
  • Integrate difference geo-spatial data resources.
  • Analyze and integrate GIS data with other data sources to assess relationship across wide range of socio-demographic, behavioural, spatial, environmental and economic variables.

QUALIFICATION AND EXPERIENCE

  • Minimum of Master’s Degree from accredited tertiary institution in GIS, Geo-Informatics, Geography, Remote Sensing, Geodetic Engineering, Geology, related subject.
  • Must have completed a one-year national service.
  • Must have at least two years’ work experience.

COMPETENCIES AND SKILLS

  • Computer proficiency and programming skills with tools such as python, GIS Software, and SQL
  • Analytical skills, meticulous and time management skills.
  • Writing manuscripts, journal articles, and policy briefs.

INFORMATION TECHNOLOGY OFFICER

Grade: Programmer

JOB PURPOSE

To provide technical support to enhance the automation of functional applications of services.

DUTIES AND RESPONSIBILITIES

  • Design and create prototypes according to specifications.
  • Write source code to programme applications.
  • Perform unit and integration testing of application.
  • Troubleshoot and debug applications.
  • Conduct functional and non-functional testing of applications.
  • Develop technical documents and user manual s.

QUALIFICATION AND EXPERIENCE

  • Minimum of Master’s Degree from accredited tertiary institution in Computer Science, Information Technology or other relevant subject areas.
  • Must have completed a one-year national service.
  • Must have at least two years’ work experience in software development.

COMPETENCIES AND SKILLS

  • Developing applications.
  • Programming in languages such as C, Java (12EE)
  • Employing visualization software such as Metabase, Power B1 and Tableau.
  • Programming in diverse operating systems.
  • Analytical thinking and problem-solving capability.
  • Deploying solutions using containers and other cloud technologies.

HUMAN RESOURCE MANAGEMENT OFFICER

Grade: Human Resource Officer

JOB PURPOSE

To provide operational and administrative support to the effective management of the human capital of the service.

DUTIES AND RESPONSIBILITIES

  • Coordinate all efforts related to on-boarding and off-boarding of full-time and part-time, and contract staff.
  •   Evaluate and manage staff performance and professional development plan.
  • Facilitate promotion, posting, secondment and transfer of staff.
  • Facilitate the management of labour issues in accordance with existing labour law, regulations and practices to ensure industrial harmony.
  • Coordinate training programmes in schedules.
